Atallah holds a Ph.D. from the Imperial College of Science and Technology in London. Since 2011 he is the founder and manager of SAANED for Philanthropy Advisory in the Arab region focusing on: fundraising, governance, impact measurement, governance, operations procedures, and strategy.

Dr. Kuttab was a Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) technical advisor for informal sector employment in Zambia for 3 years, and served with Save the Children for 11 years (between 1989 and 2005), as country Director in the Philippines and most recently as Middle East Regional Manager, covering operations in Palestine, Egypt, Lebanon and Jordan.

In the period 2005-2011, he was Director General (CEO) of the Welfare Association, the lead foundation supporting Palestinians primarily in Palestine and Lebanon (with annual budget exceeding $40M). He founded the Arab Foundations Forum in 2007, between 2015 and 2019 Chairman of the Board of the Arab Reform Initiative, a founding member of the Arab Human Rights Fund and member of its board until 2018, a member of the Editorial Board of Alliance Magazine in the period 2009-2022, a member of the Board of Resource Alliance in the period 2014-2020, and founding Board member of the Worldwide Initiatives for Grantmaker Support (WINGS) – global philanthropy network of networks being in the period 2013 –  2015 Chairman of the Board of WINGS, and since January 2016 Chairman Emeritus of WINGS. Recently in 2022, he joined the Board of Trustees of Birzeit University in Palestine.
